Arizona Proposition 121 Debate

Arizona’s Proposition 121 will be on the ballot this November asking voters whether or not they would support an open primary.  The open primary would force all candidates to compete for votes together on the first ballot, and then the top two candidates would go to a runoff election.  In this video clip from Arizona PBS, Paul Johnson of the Open Government Act debates Maricopa County Attorney Bill Montgomery.
